and Tunnels operates the largest bridge and tunnel network in New
York City, managing nine crossings that include seven bridges and
two tunnels. Serving more than 336 million vehicle crossings each
year, this network connects communities across the five boroughs

Tunnels oversees the Congestion Relief Zone, working to ensure

date of hire. Job Summary: The primary purpose of the CCU
Operations Analyst is to create and maintain accuracy on MTA
Bridges and Tunnels Kronos 8.1 agency time and leave system, FLOGS,
roll call, PeopleSoft and other statistical databases, and produce
relevant reports on overtime and time & leave usage to ensure
accuracy of wage payments and time & leave accruals. Resolve weekly
and bi-weekly payroll discrepancies. Adjust employees' pay and
leave usage based on retroactive awards and notice of the decision.
Process pay adjustments, off- cycle check requests, Deductions Not
Taken (DNT), and special payrolls. Monitor operations overtime
budget to ensure that sufficient funds are available to meet the
overtime needs of seven bridges, two tunnels, the Maintenance and
Operations support division, and other departments within TBTA.
Assist with administration of departmental policies, and performs
business, operational, and administrative analyses in the areas of
time & leave usage and overtime expenditures. Responsible for
supporting the development of and the evaluation, analysis, and
presentation of Operations/Maintenance Department goals, audits,
internal controls, and reporting performance. Assist in the
production of operational reports, studies and analyses, The
overall responsibility is to process 26 payrolls | 10 special
payrolls in a TBTA leave year on tight deadlines and provide smooth
24*7 operations support on all unit/agency functions. Supports the
following time keeping functions: Leave, Payroll, Special Payroll,
Separations, Reset , , Reporting. Follows internal controls
procedures and guidelines, budgetary tracking and reconciliation
processes through collaboration among MTA Bridge & Tunnel
department/facilities. Works directly with department manager/
supervisors to reconcile timecards. Key Responsibilities: Ensure
overtime, time & leave usage and accuracy recorded in official
timekeeping systems used to generate reports to Senior Staff,
Authority Departments. Review and verify KRONOS and FLOGS for
accuracy of Pay/Leave Codes and Overtime for accurate payment of
overtime and leave usage; prevent over/underpayment of wages.
Creates ad-hoc reports, coordinates the activation of the employees
in KRONOS with MTA IT KRONOS groups, test KRONOS new pay code and
reports in KRONOS QAS environment to ensure report accuracy;
compile and analyze data for special payroll Reconcile all
represented and non-represented employees’ overtime hours, overtime
reasons, compensatory time, facility code, employees’ work rules.
Reconcile and update represented and non-represented employees’
leave and Serve as liaison with facilities and Department Heads to
resolve time cards discrepancies and pay issues to ensure Bridge &
Tunnels Authority employees are paid accurately, and that Bridges &
Tunnels Authority’s rules and regulations, policies, and procedures
are followed. Requesting late entry forms, revisions of incorrect
punches of incorrect overtime issues for auditing purposes. Review
internal quarterly audits reports to verify accuracy of overtime
hours, reasons and leave usage, to ensure compliance with Bridge &
Tunnels Authority pay and time & leave policies, procedures and
improve overall accuracy of data KRONOS system generates. Analyst
uses the quarterly report to correct and reconcile overtime and
time & leave discrepancies identified in the following reports:
Daily, Biweekly, Quarterly, Bi-annual, Annual. Produce report
monthly of CCU monthly activities to track overtime, time & leave
usage, resolution of payroll discrepancies Validate the employee
leave pay codes and adjust as per the late entry forms as
historical edits. Updates employee leave document in FLOGS and
processes pay adjustment. Support in disaster recovery/agency
operations support functions. Responsible for maintaining, updating
the cumulative BTO Equalization Record for assigned facility and
distribution to facility for posting which prevents BTOBA
grievances due to by-pass overtime assignments. Update and
distribute facility equalization every weekday (Monday – Friday)
excluding holidays Validate the Facility Support Operations Budget
and Administration Department with monthly reports; submit facility
highlight report and updated collision database used for department
monthly report. Evaluating the bid results, validating the employee
transfers, RCs, Kronos hyperfind , genies on employee placement,
effective date on all actions in agency Kronos, flogs , roll call
and people soft systems Performs other duties as assigned Complies
with all policies and standards May be required to work hours
outside regular work hours, as applicable Observes the work
performed by contractors, as applicable Reviews invoices and
approves them if the work has contractual standards, as applicable
Addresses performance issues with the contractor when possible, as
applicable Escalates issues to other parties when needed, as
applicable Qualifications : Bachelor’s Degree in Arts/Sciences
(BA/BS) in finance/accounting or a related field. Additional years
of experience can be substituted in lieu of education . Minimum 3
years business/analytical or budget monitoring and development
experience . Proficient level with Microsoft Office Suite (Excel) .
Experience with timekeeping operating systems . Good communications
(both written and verbal) skills are required to deal with the
internal and external customers . Ability to manage a budget.
Ability to seek out, sort and compile data into useful information
formats. Excellent organizational skills and attention to detail.
Available at any time of any emergency for any catastrophic needs
for closing agency's payroll operation's support . Preferred :
Operations experience is desirable . Experience with KRONOS
timekeeping system . Knowledge of the operations contracts, policy
and how the information is reported to sen i or staff . Knowledge
of general accounting and financial reporting. Familiarity with the
MTA B&T's policies and procedures. Familiarity with the MTA
B&T's collective bargaining procedures . Additional
