The Senior Program Financial Analyst (Sr PFA) is responsible for
all program financials, including management and review of cost,
funding, labor charging, and all forecasting and internal
reporting. This position requires a TS/SCI POLY and is located
onsite in Annapolis Junction, MD. Responsibilities: The Senior PFA
will operate as a point of contact to the Program Finance Manager
(PFM) for all finance and accounting issues, more specifically:
Compile, interpret, and report program financial and other
statistical data; prepare financial presentations, monthly reports,
forecasts, variance analysis, estimates at completion, and other
materials to support the PFM, Program Manager (PM), Deputy Program
Managers (DPMs), and the client. Provide support to the PFM in the
preparation and analysis of project financial data and other
contract, project or business-related tasks. Work collaboratively
with other functional support personnel (contracts, subcontracts,
business manager, staffing, security, etc.) to support the program
manager with other complex contract, project or business-related
tasks Work collaboratively with Program Mission Leads (PMLs) to
provide finance support relative to mission areas financial
performance, invoice reviews, and program staff utilization.
Maintain contract budgets, prepare contract-billing, and limitation
of funds dates. Comply with financial controls, procedures, system
requirements, and forecasting techniques, as directed, to evaluate
contract/program status and ensure compliance with government and
customer requirements. Monitor progress of program requirements and
cost performance against plans to ensure contractual cost
obligations are met. Conduct financial analysis (variance analysis,
risk analysis, profit/loss analysis, etc.) Work collaboratively
with other functional support personnel (contracts, subcontracts,
business manager, staffing, security, etc.) to support the program
manager with other complex contract, project or business-related
tasks. Other duties as assigned Qualifications: Required: A minimum
of BA/BS and 7 years' work experience to include 3 years of program
control OR financial management. Alternatively, an Associates and 9
years or No degree and 11 years is acceptable. Intermediate MS
Excel skills such as pivot tables, filters, SUMIFS and VLOOKUP to
work with large data sets to perform analysis and monthly manual
spreadsheet report in support of monthly invoice Ability to work
with multiple support functions (contracts, subcontracts, business
manager, staffing, security, etc.) Good foundation of accounting
principles to include cost collection, revenue recognition,
Estimate at Complete (EAC) lifecycle, invoicing, and unbilled
reconciliation This position requires active TS/SCI clearance with
a polygraph This is an in-person role Desired: Knowledge of Deltek
Costpoint, SmartView, COGNOS Experience in a matrixed organization
Corporate accounting experience Financial Planning and Analysis
(FP&A) experience Experience generating Annual Operating Plans

host of factors that can influence final salary including, but not
limited to, geographic location, Federal Government contract labor
categories and contract wage rates, relevant prior work experience,
specific skills and competencies, education, and certifications.
